In Turkey, cosmetic products must be notified through the ÜTS (Product Tracking System) before being placed on the market under the Cosmetics Regulation, and a Cosmetic Product Safety Report (CPSR) must be prepared for each product. The assessment must be carried out by a safety assessor with documented competence.

What does a CPSR include?

Part A: product safety information — formulation, physicochemical and microbiological properties, impurities, packaging, exposure and the toxicological profile of the ingredients. Part B: the assessor's reasoned safety conclusion, label warnings and signature.

Yes; a separate safety assessment is required for each cosmetic product. Colour/fragrance variants within the same range may be combined into a single report with justification.

Individuals with documented qualifications in pharmacy, toxicology, medicine or related fields who have completed assessor training may sign a CPSR.
