KKDİK & Turkey REACH Compliance Consulting

We plan all your registration obligations under the Regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals (KKDİK), prepare your dossier and submit it to the Ministry.

KKDİK is Turkey's core chemical regulation, based on the EU's REACH Regulation, covering all companies that manufacture or import 1 tonne or more of a substance per year in Turkey. The registration obligation covers not only substances on their own, but also substances in mixtures and, under certain conditions, substances in articles.

Registration timeline (tiered by tonnage and hazard)

  • 31 December 2026: substances of 1,000 t/year and above; also CMR Cat. 1A/1B substances above 1 t/year and Aquatic Acute/Chronic 1 (H400, H410) substances above 100 t/year
  • 31 December 2028: substances between 100 – 1,000 t/year
  • 31 December 2030: substances between 1 – 100 t/year

For interim registration, the deadlines are 31 March 2026 for lead registrants and 30 September 2026 for member and individual registrants.

Our Scope

  • Substance inventory mapping and registration strategy determination (lead / member / individual registration)
  • Managing pre-SIEF and SIEF (Substance Information Exchange Forum) processes
  • Preparation of interim and full registration dossiers in IUCLID format
  • Submission to the Ministry via the Chemical Registration System (KKS) and follow-up
  • Managing data-sharing and joint-submission negotiations
  • Preparation of a Chemical Safety Report (CSR) for registrations above 10 t/year

How the process works

  1. Inventory and status analysis

We map the substances, tonnages and roles in your portfolio and determine the applicable registration tier for each substance.

  2. Strategy and cost plan

We present a roadmap covering lead/member registration options, data-sharing costs and the timeline.

  3. Dossier preparation

We compile physicochemical, toxicological and ecotoxicological data and design the strategy for missing data (read-across, QSAR, testing).

  4. Submission and follow-up

We submit the dossier via KKS, manage the Ministry's feedback and finalize your registration.

Frequently Asked Questions

An unregistered substance may not be manufactured or placed on the market in Turkey (the "no data, no market" principle). Administrative sanctions also apply.
It is an intermediate registration mechanism that allows companies that have submitted a pre-SIEF notification to keep their substances on the market before full registration; missing the deadlines is critical to avoid.
Yes. A REACH registration does not substitute for KKDİK registration; however, the data in your existing REACH dossier can largely be reused in your KKDİK registration and speeds up the process.
